North Central Region Staff Member Passes
North Central Region is saddened to learn of the death of Lt Col James Winney, who passed away on November 30th at the age of 79.
A veteran of the U.S. Air Force (retired Lt Col) and former civil engineer with the Department of Defense, his was a long career in Civil Air Patrol including the position of NCR Deputy Chief of Staff for Communications. He was serving as NCR's Assistant DCS for Communications at the time of his death.
A memorial service was held on December 5th at the First Plymouth Church in Lincoln, Nebraska.
